    IMPLEMENTATION OF SCSP AND TSP IN UTTARAKHAND

    Formulation of Scheduled Castes Sub Plan and Tribal Sub Plan started in Uttarakhand in the year 2004-05.
    Department of Social Welfare is nodal department for the implementation of SCSP & TSP.
    A separate planning cell created under the supervision of Secretary Social Welfare is responsible for the distribution of outlay among various departments strictly in terms of schemes made for SC & ST dominated village.
    The state government has made the provision of earmarking the outlay of its total plan outlay for SCSP & TSP exactly in proportion to SC & ST population to total population of the state.
    The list of SC & ST dominated villages i.e. villages having 40 percent or more of SC & ST population, is published and circulated among the departments.
    No. of total SC & ST dominant villages identified under the programme are 2545 & 509 respectively.
    In order to implement SCSP and TSP in its true spirit the state of Uttarakhand has enacted “The Uttarakhand Scheduled Castes Sub Plan and Tribal Sub Plan(Planning, Allocation and Utilization) Act, 2013”.
    State level implementation and monitoring committee under the chairmanship of Minister Social Welfare is constituted and review meetings are being held regularly.
    Separate grant head is created, so the funds are non-divertible.
    As per guidelines of Planning Commission of India major focus is laid on fulfilment of minimum needs programme and infrastructure development in SC and ST habitations.
    Priority in allocating outlay out of SCSP and TSP is given to drinking water, nutrition, primary education, health, electrification, connectivity & rural housing.
