Social Welfare Department In the light of the provisions of Article 46 of the Constitution of India, the Uttarakhand government is committed to the overall upliftment of the most vulnerable sections of society such as the Scheduled Castes, destitute elderly and helpless people. On the basis of 2001 census, the total literacy rate in the newly formed Uttarakhand state is 79.60, of which 83.30% are males and 59.60% are females. On the basis of the census of 2001, out of the total population of the state of 84,89,349, the population of scheduled castes is 15,17,186 and the population of scheduled tribes is 2,56,129. The population of scheduled castes in the total population of the state is 17.9 percent. And the population of scheduled tribes is 03 percent. Development of the state is not possible without the all-round development of this exploited and neglected section of the population. Keeping this main point of development in mind, the Social Welfare Department has been established.
